    debian/patches: refactor patches. Remove 0003-*.patch
    
    Since we use mock_repos (bzlmod) now, we can just ignore some directories
    in base/cvd/build_external. So we use
    0008-remove-unused-build-external-modules.patch to ignore those directories.
    And thus we don't need 0003-backport-git-repository-patch-args.patch anymore.
