Check local IPv4 addresses as well before 127.0.0.1
Those addresses have a higher change of just working, e.g. when the
proxy address is forwarded to a podman container.

debian/tests/apt-integration: improve reliability
This test currently fails on riscv64. This might be due to slow I/O, so
give some time for the expected data to end up in the relevant log.
