Add ability to lookup default gateway with networkctl
If both `ip` or `busybox` are missing, fallback to using networkctl if
available to look up the default gateway. Since iproute2 and busybox are
listed as Recommends:, they might not be available.

Give higher precedence to squid-deb-proxy
Im my experiente squid-deb-proxy seems to be lot more reliable than
apt-cacher-ng, so I'm micro-optimizing auto-apt-proxy for myself.
