Avoid double negative in network restriction
Avoid a double negative when describing the restriction on network

Clarify upgrading-checklist entry about Priority
Clarify the upgrading-checklist entry from 4.7.3.0 discussing the
new default for the Priority field. Thanks to Aurelien Jarno for the
suggestion.
