Mention the ~debNuM format in [old]stable uploads
Right now, it says it /must/ be like +debNuM
and doesn't mention ~debNuM at all,
only Policy notes it in clickthrough in prose.
This confused me in #1115815 and it'll probably confound others.
Mention both so the user knows they have to make a choice.
