source/beyond-pkging.rst: improve explanation about how to use the mia-query tool
The existing wording made me try to find the tool mia-query in a package
from the Debian archive (no results) or installed in $PATH on
qa.debian.org (not in $PATH). The existing wording points out that the
database is in /org/qa.debian.org/mia but not that the tool is in there
too.
This change makes it clear that the tool is in the
/org/qa.debian.org/mia directory and adds an example for how to run the
tool.
