    Read config.env from /etc, document and test the service setup
    
    Upstream reads config.env from the current working directory only, so the
    command failed with "Required environment variable
    'DEYE_LOGGER_SERIAL_NUMBER' is not set" whenever it was started from
    anywhere but /etc/deye-inverter-mqtt.
    
    * Add patch 0004 looking for $DEYE_CONFIG_FILE, ./config.env and finally
      /etc/deye-inverter-mqtt/config.env, keeping the environment's precedence
      over the file.
    * Document the lookup order and DEYE_CONFIG_FILE in the manpage, and add
      README.Debian covering the configuration, the service and the fact that
      only one instance per inverter may talk to the broker.
    * Add the configfile autopkgtest.
    * Trim the service unit to what DynamicUser= does not already imply, and
      restart it after a failure.

    Use debian/deye-inverter-mqtt.install (dh-exec) instead of manual install commands in debian/rules
    
    Also fixes config.env to be world-readable (0644): the systemd service
    uses DynamicUser=yes, which cannot read a 0640 root:root file, so the
    previous permissions made the daemon unable to load its own config.
