d/gbp.conf: put dist back, gbp accepts that value
The review called dist = DEP14 not a distribution, and I removed it. That was
wrong: gbp takes DEP-14 and DEP14 alike and derives the distribution from the
branch name. Restored in its documented spelling. The debian-branch change
stands, the packaging branch here is master.

The -run filter named TestConsumeString and TestRecognisers, neither of which
exists. The only test is TestDetector, and it reads the testdata that
debian/copyright excludes.

The only conflict was debian/watch. Upstream has no tags, so the version that

Switch to dh-go with debhelper-compat 14
Keeps --with=golang: dh-go 1.68 no longer provides dh-sequence-golang, so
without it dh_golang never runs. The lintian tag that costs is overridden with
the reason.
