    Add Debian packaging for libqapt-qt6
    
    Initial packaging of the Deepin Qt 6 fork of KDE's libqapt. Upstream has
    never tagged a release, so debian/watch tracks git HEAD and the upstream
    version is a git snapshot of the version in upstream's own changelog.
