Prior to the change M19 would turn spindle-on to "off". After it remains on

qtplasmac updater: add helper function to expand ini file if #INCLUDE is used
Adds a helper function to attempt to make changes at the right location if a user decides to use #INCLUDE in their ini file as .expanded files are overwritten at run time. This also helps when a user decides to try to update a sim config from a previous version rather than create a new sim config from the chooser.

There is no link to the current master docs via version number (2.10) even though that version number was chosen to represent master/devel. Maybe one day we will get a redirect to 'devel' from the latest version number, until then, this has to be hard coded and changed later when 2.10 becomes stable.

Avoiding po4a mishaps with lines starting with a "*"
*man pages* frequently have a bold start of the line while
introducing a tool/function. These are then miss-interpreted by po4a
which affects line breaks, which in turn breaks translations.
By changing the wording, the text IMHO becomes easier to read
and avoid that technical issue with po4a.

qtplasmac: align button code handling with docs
Previously, a pushed button's code was checked for "load" in the button code and trying to call a subroutine that had "load" in the file name was not possible since it conflicted with the "load" button code. Now with exception of "toggle-laser" the button code is checked using "startswith()".

qtplasmac: some more File Clear clean up from commit 40e4a23
With regard to running subroutine files via MDI calls, commit c9fe8ff fixed file-loaded being emitted for empty file names, however, in the case of QtPlasmaC, if the user had last clicked "File Clear", then hal_glib would trigger the file-loaded to be emitted because file_new and file_old did not match. QtPlasmaC was not ready for this (as this was not an issue previous to commit 40e4a23), and we never want to display the contents of "qtplasmac_file_clear.ngc". This unnecessary file-loaded scenario is now it is accounted for.
