Improve d/watch
Apply improvements to the uscan generated template:
- Format with `debputy reformat --style black`
(Gitexport -> Git-Export, Pgpmode -> Pgp-Mode)
- Use @ANY_VERSION@ instead of manual regex
- Use .git in url
- Stop running uupdate after import on suggestion by maintainer

Update d/watch to use uscan v5 syntax
This simplifies the syntax. There are no functional changes, uscan will
behave exactly the same as before.
Done with `uscan --update-watchfile`.
