  * New upstream version 3.2.0.
  * Bump Standards-Version to 4.7.4 (no changes needed).
  * d/watch: Convert to version 5.
  * d/control:
    - Bump debhelper compat to 14.
    - Drop Priority and Rules-Requires-Root fields, both now the
      dpkg defaults.
    - Fix typos in the -doc package description.
    - Drop unused ${sphinxdoc:Depends} from python-dbutils-doc; the
      HTML manual is plain docutils output, not Sphinx.
    - Downgrade python3-pygresql to a Recommends; the DB-API 2 half of
      the library works without PyGreSQL, which upstream ships as an
      optional extra.
    - Drop the python3-pygresql build dependency; the test suite
      uses its own mock pg module.
  * d/rules: Build the HTML manual from the reST sources at build time rather
    than installing the copies pre-generated in the upstream tarball.
  * d/copyright: Correct Upstream-Name to DBUtils, use the GPL-3+ short name
    for the packaging licence, and bump copyright years.
  * d/gbp.conf: Add, with pristine-tar enabled.
