  * Package log4rs 1.4.0 from crates.io using debcargo 2.8.2

  * Team upload.
  * Relax toml upper bound from < 1 to < 2.
    The existing relax-deps.diff already widens the upstream < 0.8.10
    constraint to >= 0.8, < 1; this extends the upper bound so the
    unsuffixed librust-toml-dev (1.1 in unstable) satisfies the
    dependency. log4rs uses default toml features (not
    default-features = false), so no source-level change is needed for
    the serde-feature gating that affects parse-only consumers.
    Unblocks debcargo-conf #147.
