debian/patches: 3 patches with invalid metadata, 1 patch to forward upstream high

Among the 4 debian patches available in version 2026.05.18+git20261016.8787d1a-1 of the package, we noticed the following issues:

  • 3 patches with invalid metadata that ought to be fixed.
  • 1 patch where the metadata indicates that the patch has not yet been forwarded upstream. You should either forward the patch upstream or update the metadata to document its real status.

Ship the Rust crates and Python seccomp tools for crosvm

    New binary packages:
     - librust-minijail-sys-dev, librust-minijail-dev: rust/minijail-sys and
rust/minijail installed unmodified as a cargo directory registry, with
debcargo-style Provides. Not on crates.io; crosvm depends on them.
No patches are needed: cargo resolves minijail's path dependency on
minijail-sys by name within the registry, and minijail-sys links the
system libminijail found via pkg-config (guaranteed by its Depends on
       libminijail-dev and pkgconf).
     - python3-minijail: compile_seccomp_policy, generate_seccomp_policy and
       generate_constants_json (upstream setup.py), with help2man manual
pages. crosvm runs compile_seccomp_policy at build time.

Run the Python unit tests at build time, add autopkgtests for both, and
let Salsa CI build the arch:all package.
