reduce amount of compile+link-time tests for ASan

add -Wl,--no-relax to mksh-g on wheezy/trusty and up
reason: “relax” performs extra optimisations that…
- may break debugging
- make linking on riscv64 *really* slow
(over 7½ minutes vs. 2¾ seconds, vs. 1 second without
-static-libasan -static-libubsan and ½ second without
any ASan/UBSan at all)
