* New upstream release.
* Bump debhelper from old 11 to 13.
* Set debhelper-compat version in Build-Depends.
* Set field Upstream-Contact in debian/copyright.
* Remove obsolete fields Contact, Name from debian/upstream/metadata (already
present in machine-readable debian/copyright).
* Update standards version to 4.6.2, no changes needed.
* Remove inactive Uploaders, adding myself as one to avoid leaving the source
with no human maintainers.
* Bump watch file to v4, no changes required.
* Update the upstream GPG signing key, pointing the watch file to fetch it.
* Add Rules-Requires-Root: no.
* Add the configuration for the CI on salsa.
* Update the build dependencies according to the upstream build system:
- bump cmake to 3.16.0
- bump extra-cmake-modules to 5.91.0
- bump Qt packages to 5.15.2
* Update install files.
* Update symbols file.
* Update 'acc' autopkgtest to point to the new directory with headers.
* Switch all the upstream references to "home" and repository to
https://invent.kde.org/libraries/libqaccessibilityclient.
