in preparation of a 14.x upload targeted to ship with Debian 'forky'.

- doc/bug-log-access.wml: update mentioned size of spool sizes,
- doc/bug-log-mailserver.wml, doc/bug-mailserver-refcard.wml: drop

- doc/bug-maint-mailcontrol.wml: mention "Control: " as well as the
"thanks" command for control@bugs.d.o.
- doc/bug-reporting.wml: mention plain-text vs HTML email,
- doc/constitution.wml, doc/constitution.1.{0-8}.wml: fix minor typos
- doc/mailing-lists.txt: fix minor typos.
* d/doc-debian.doc-base.debian-constitution-text: 1.9 is current version,
not 1.5.
* d/doc-debian.doc-base.debian-social-contract: 1.2 is current version, not
1.1.
* d/TODO: some stuff has been done by now.
* d/control: update debhelper compat from 9 to 13, drop obsolete d/compat.
