* d/debhelper: automatically add dependencies for nginx module packages
based on the symbol table of the module files.
* d/debhelper/dh_nginx: add dependency to nginx-common with exact version
for in-tree modules, this ensures that users cannot mix different versions
of in-tree modules and nginx, which could lead to breakage.
* d/rules: prevent restarting or starting the nginx service when installing
or upgrading nginx-common package, because the starting and upgrading of
nginx is handled by the nginx package.
* d/control: simplify dependencies for nginx-flavors packages, remove
explicit version dependencies to in-tree modules and make nginx-extras
arch-all.
