* Remove bazelbuild/remote-apis from debian/vendor; upstream incorporated
it into the build repo as of v1.5.16. remote-apis-sdks stays as it is
transitively required by reclient/api.
* Add d/copyright stanza for remote-apis/ (Apache-2.0, now in upstream
source tree).
* Add The Bazel Authors to remote-apis/ copyright stanza.
* Update man page: version 1.5.16, remove collector subcommand from
COMMANDS list.
* Add man subcommand patch (backport of upstream CL 7867164) to auto-
generate man page from registered subcommands and flags.
* Generate man page at build time with siso man; append Debian-
specific sections from debian/siso.1.tail.
* Remove static debian/siso.1 from source; add to debian/clean so the
build-time generated file is cleaned between builds.
