* debian/rules: invoke pstree to detect hung tests with -la to include
the full command line.

* debian/copyright: fix a few etc/images/ file declarations. List
refresh.{xpm,ppm}, sort-ascending.{xpm,ppm}, and
sort-descending.{xpm,ppm} as both GPL-2+ and LGPL-2+ since
etc/images/README says they come from both GTK and GNOME with the
differing licenses.

* debian/control: remove vestigial kfreebsd build restrictions.

* debian/control: switch from libselinux1-dev to libselinux-dev. The
latter supersedes it.

* debian/control: eliminate circular emacs-common emacs-el dependency.
Remove emacs-el's dependency on emacs-common now that emacs-common
depends on emacs-el.

* Skip proced-tests in Debian that are also skipped on darwin upstream.
Adapt an upstream patch in
0029-Disable-some-proced-tests-that-appear-to-be-hanging.patch to skip
the same tests that are now skipped on darwin upstream because they
were hanging there too.
