* d/watch: convert to version 5, using the GitHub template; mangle upstream
pre-release tags so that they sort below the release they precede.
* d/patches: drop mypy-1.17.0.patch, require-py310.patch,
fix-help-message.patch and reproducible_build.patch, all applied upstream.
* d/patches: add examples-python3-shebang.patch, so that the shipped example
scripts use python3 rather than the non-existent /usr/bin/python.
* d/control: bump debhelper compat level to 14.
* d/control: drop ${misc:Depends}; debhelper applies relationship
substitution variables automatically in compat 14.
* d/control: drop the python3-sphinx-rtd-theme build dependency; the manual
is built with pydata-sphinx-theme.
* d/control: exclude python3-sphinx from the nodoc build profile, as with
the other documentation build dependencies.
* d/upstream/metadata: drop the Funding field; upstream is no longer funded
by NumFOCUS.
* d/python-traitlets-doc.links: symlink the FontAwesome webfonts to
fonts-font-awesome rather than shipping the copies that Sphinx
dereferences out of pydata-sphinx-theme's own symlinks.
* d/control: make python-traitlets-doc depend on fonts-font-awesome (>= 7~);
earlier versions of that package are FontAwesome 4.7, whose glyph map is
incompatible with the theme's stylesheet.
* d/rules: drop the vendored FontAwesome CSS and JS bundles from the built
documentation; nothing in the generated HTML loads them.
