FileNotFoundError instead of writing the report
- PR23-datetime-utcnow.patch: fix the datetime.utcnow()
DeprecationWarning when writing the snapshot report, from upstream

* debian/control
- bump debhelper compat level to 14; add dh-sequence-python3 and
dh-sequence-single-binary to b-d; drop substvars from Depends, now
applied automatically
- bump Standards-Version to 4.7.4; drop Priority field, optional is the
default
- drop Rules-Requires-Root field, no is the default
- depend on python3-syrupy (>= 5.0.0), needed by PR24-syrupy-5.patch;
dh_python3 does not version it
- enable the autopkgtest-pkg-pybuild Testsuite
