- drop the coverage options instead, including the new 100% threshold
- keep --disable-socket, pytest-socket is now available in Debian

- bump debhelper compat to 14; add dh-sequence-python3 and
dh-sequence-single-binary to b-d; drop substvars, now applied
automatically
- drop pytest-cov from b-d, coverage is no longer measured
- add pytest-socket to b-d, to block network access in the tests
- drop Priority, optional is now the default
- bump Standards-Version to 4.7.4.1 (no further changes needed)
- switch Testsuite to autopkgtest-pkg-pybuild
