* Use new --dynamic mode of stestr.
* Fix flaky OVN unit test singletons (AgentCache and
OVNClientPlacementExtension) that leak state between test classes
when several classes share a test runner process, breaking
`stestr run --dynamic` builds nondeterministically.
* Fix more module level state leaks between the unit test classes
(the qos extension custom supported check, the segments plugin
reported_hosts set and the sriov driver SRIOV_SUPPORTED_VNIC_TYPES)
that made the `stestr run --dynamic` builds fail
nondeterministically.
* Add a runtime dependency on the Font Awesome fonts to the -doc
package, as needed by docs built with openstackdocstheme 3.2.0-4.
* Fix the NeutronManager instance leak in test_neutron_plugin_base_v2
(its only test calls manager.init() without a PluginFixture, so the
instance created for DummyCorePluginWithoutDatastore survives the
test), which made `stestr run --dynamic` builds fail
nondeterministically with AttributeError: 'NoneType' object has no
attribute 'supported_extension_aliases' in the ML2 subnets tests.
* Make the logging.config.fileConfig() call of cli.main() a no-op in
test_migration (it defaults to disable_existing_loggers=True and
sets disabled=True on every pre-existing logger of the test
process), which made `stestr run --dynamic` builds fail
nondeterministically with IndexError: list index out of range in the
dns_forwarder tests.
* Register the DNS_FORWARDER options explicitly in the dns_forwarder
test setUp (they are otherwise registered as an import side effect
of the OVS agent module only), which made `stestr run --dynamic`
builds fail nondeterministically with NoSuchOptError: no such option
DNS_FORWARDER in the dns_forwarder tests.
