fix SQLite3 adaptor issue which was accidentally broken upstream.
* debian/patches/749742.patch: Revert the @raisesections change as it
produces a long (47 pages) document which is hard to read. Fix the
problematic sections manually instead, reducing it to 29 pages.
* debian/patches/EODatabaseContext-_globalIDForObject.patch: New; fix
exception. This complements upstream commit 4edb063
(-globalIDForObject: is not implemented in EODatabaseContext).
* debian/patches/gsdoc-links.patch: New; fix broken links.
* debian/control (Build-Depends): Switch to debhelper compat 14.
(Depends): Remove substvars.
(Breaks, Replaces): Remove; obsolete.
(Priority, Rules-Requires-Root): Remove; redundant.
(Standards-Version): Claim compliance with 4.7.4.
* debian/docs: Rename to...
* debian/gnustep-dl2.docs: ...as preparation for compat 15.
* debian/gnustep-dl2-doc.install.in: Update for the new locations of the
API reference documentation and the intro manual.
* debian/gnustep-dl2-doc.links.in: Likewise.
* debian/upstream/signing-key.asc: Delete to avoid Lintian warnings.
* debian/watch: Upgrade to version 5. Track the Git repository.
* debian/copyright: Update copyright years.
* debian/salsa-ci.yml: New file; extend the standard recipe to test the
nocheck, nodoc and cross profiles.
* debian/tests/tools: Skip the createTradingDB test on GNU/Hurd
(Addresses: #1137426).
* Mark all patches as forwarded upstream.
