* debian/tempest_shell_wrapper: use stestr's experimental --dynamic
scheduler when available (detected via 'stestr run --help'), keeping
--parallel as the fallback.
* Added python3-stestr in tempest's Depends: the
tempest_debian_shell_wrapper uses the stestr command directly, so do
not depend on the transitive python3-os-testr -> python3-stestr
edge.
* debian/tempest_shell_wrapper.1 was installed as
tempest_shell_wrapper.1 although the command it documents is
tempest_debian_shell_wrapper: renamed the man page, updated it to
document the actual command, and added the /etc/tempest/exclude.conf
documentation.
