chibi-scheme (0.12-3) unstable; urgency=medium

* Move generated (chibi snow install) library, which hardcodes the
multiarch snow binary module directory, from arch:all
chibi-scheme-common to arch:any libchibi-scheme-ffi. This fixes
snow-chibi installing native modules into the build architecture's
directory, and hence the snow-chibi autopkgtest failing on all
architectures but amd64.
* Add snow-chibi-local autopkgtest, which packages, installs, uses and
removes a local library with native code, exercising snow-chibi
without network access.
* Mark snow-chibi autopkgtest, which installs from snow-fort.org, as
needs-internet and skippable, skip it when snow-fort.org is
unreachable, and drop its unneeded sqlite3 dependency.
* Bump to debhelper compat level 14 and drop now-implicit substvars.
* Include only architecture.mk in debian/rules.
* Export DEB_BUILD_MAINT_OPTIONS so hardening=+all takes effect.
