* debian/control
- bump debhelper compat to 14; replace dh-python with dh-sequence-python3
and add dh-sequence-single-binary to b-d
- add pybuild-plugin-pyproject to b-d, for the PEP 517 build
- drop the substvars, now applied automatically
- drop Priority and Rules-Requires-Root, their values are now the default
- bump Standards-Version to 4.7.4.1 (no further changes needed)
- rewrite the description, it was the raw upstream README
- switch Testsuite to autopkgtest-pkg-pybuild
* debian/rules
- drop --with python3, replaced by dh-sequence-python3
- build with the pyproject plugin instead of the deprecated setup.py
install, so a dist-info is installed instead of an egg-info
- add the missing newline at the end of the file

- remove, superseded by autopkgtest-pkg-pybuild
* debian/watch
- switch to version 5, using the GitHub template
* debian/upstream/metadata
- add Changelog
