* debian/control
- bump debhelper compat to 14; replace dh-python with dh-sequence-python3
and add dh-sequence-single-binary to b-d
- add pybuild-plugin-pyproject to b-d, to build with PEP 517 instead of
the deprecated setup.py install
- drop the substvars from Depends, now applied automatically
- drop Priority, optional is now the default
- bump Standards-Version to 4.7.4.1 (no further changes needed)
- use upstream's current synopsis; fix a typo in the long description
* debian/rules
- drop --with python3, replaced by dh-sequence-python3; export PYBUILD_NAME
- set PYBUILD_SYSTEM=pyproject, needed since upstream has no
pyproject.toml
* debian/watch
- switch to version 5 and the GitHub template
* debian/copyright
- fix the license text: upstream grants LGPL 2.1 only, not "or any later
version"; refer to gnu.org instead of the old FSF postal address
- extend debian/* copyright years
