* New upstream release.
* Refresh Debian patches; drop the AArch64 cache workaround now upstream
and the obsolete RISC-V RVV-intrinsics patch.
* Build AArch64 KleidiAI implementations with the Debian operations library.
* Remove the bundled KleidiAI sources from the repacked orig tarball.
* Build against Debian OpenCL headers rather than the excluded bundled copy.
* Update the symbols file for the new exported interfaces.
