* Put debhelper in Build-Depends rather than in Build-Depends-Indep.
* tzdata 2006l changes the description of Europe/Samara to "Moscow+01 -
Samara, Udmurtia"; since the comma is best avoided here, update our
description to "Moscow+01 - Samara" as Wikipedia says that Udmurtia is
on the "Samara Time Zone". tzdata 2006l also adds Europe/Volgograd
described as "Moscow+00 - Caspian Sea", which I've omitted since it's
been on Moscow time since 1992.
