If they do, probably the user moved them by hand after the upgrade, so copy the /etc ones to /etc/minicom/ with an .old suffix. Same if the files exist only in /etc (corner case if people reran apt). + debian/postrm: rmdir /etc/minicom after we've done the move of stuff to the old location.
