this way we ony have to fix manpages that are worth seeing.

+ work around Makefile.PL wanting to re-generate Makefile when it is older

* Fix pointer to LGPL in debian/copyright. Also change the packaging license
to actually match upstream's
* Drop Provides/Conflicts: libpdf-api2-perl-snapshot
