Blosxom's plugin registry; this sets the $ENV{TZ} variable to a
configurable string
* blosxom.cgi: Added POSIX::tzset() call and assignment of POSIX::tzname()
to get the timezone name into the $tz variable
* blosxom.cgi: Modify rss expression for story to show $tz instead of GMT
