cause an exception.
* Dont try and compile with thread support if target platform doesnt support
pthreads. i.e. support for hurd-i386
* Include watch file to enable checking for new upstream source.
* Update standards version
* Remove emacs settings from changelog
* Strip un-needed section from libraries
* Dont include upstream INSTALL document
* postinst now generated purely by debhelper
