.
* Fix http proxy slash adding code.
* Move redundant http proxy asking code into a function.
* Only ask for a http proxy once per base-config run.
* If apt sources test fails, re-ask http proxy in case the proxy was
entered wrong.
* Actually use http proxy when testing security sources and enable it if
not yet enabled. Really closes #255651
