* Drop the versioned dependency on dpkg-dev, it's satisfied everywhere.
* Update the watch file to version 4 and explicitly specify pgpmode=none.
* Add an autopkgtest suite.
* Bump the debhelper compatibility level to 10:
- override the Lintian debhelper version warning as it itself suggests
- let debhelper handle parallel building
