Add jquery-3.2.1.min.js symlink to nova-doc.
The versioned_notifications doc extension emits a hardcoded
<script> tag pointing at _static/js/jquery-3.2.1.min.js, which
openstackdocstheme 3.2.0-4 no longer ships; provide it through a
symlink to the system jQuery so the notification samples keep
working.
