    d/tests: fix openMHA smoke test command ordering
    
    Pass mhalib=wave2spec before querying settings so the smoke test actually
    prints the wave2spec plugin settings to match the test comment.
    
    Also quote "?" to avoid shell globbing and keep cmd=quit so mha exits
    after printing the configuration.
