Improve/fix derivative metric handling in MetricD for Prometheus and Ganglia backends. HTCONDOR-3374
- Fixed derivative metric handling when using condor_metricd - needed to make cleanupOldPreviousValues() virtual so it is handled in the back-end instances (which do all the metric processing).

Child classes of StatsD are either backends that
just publish metrics to a TSDBMS (prometheus, ganglia, etc), or they are not backends in which case they drive the event loop, register timers, query the collector, and pass info from the collector to each backend in turn.
Class PrometheusD is always a backend.
Class GangliaD is a backend, unless we are in "legacy mode" (argv[0] is "condor_gangliad").
Class MetricD is never a backend.

HTCONDOR-3374 Add Prometheus backend and multi-backend architecture
In metricd mode, main_init constructs a MetricD orchestrator that owns
a GangliaD and a PrometheusD backend. MetricD runs the single
publishMetrics() timer; backends share the collector query and each
evaluates the daemon ads against their own metric definitions in
publishMetricsFromAds(). A new postPublishMetrics() hook lets the
Prometheus backend flush its text-format file once per cycle.
New metric-definition keywords ExportMetric, PrometheusLabels, and
Counter (a synonym for Derivative) are parsed by Metric::evaluateDaemonAd.
ExportMetric routes a metric to specific backends (default = all);
PrometheusLabels supplies per-metric labels that merge over
PROMETHEUS_DEFAULT_LABELS.
PrometheusD writes a Prometheus text-format file atomically via a tmp
file + rename, with optional LastHeardFrom timestamps and Prometheus
naming rules (unit suffix, counter _total suffix, name regex
validation, counter/gauge TYPE).
Legacy condor_gangliad mode is unchanged: GangliaD is still constructed
directly, registers its own timer, and reads only GANGLIAD_* knobs.

HTCONDOR-3374 Install condor_metricd as clone of condor_gangliad
Rename gangliad_main.cpp to metricd_main.cpp and install the binary
twice via clone_install(): once as condor_metricd and once as
condor_gangliad. main() inspects argv[0]: if the basename contains
"gangliad", the legacy mode flag is set and the subsystem is GANGLIAD;
otherwise the subsystem is METRICD.
In metricd mode, the engine knobs are read as METRICD_* and the
Ganglia-specific defaults/reset-metrics knobs as GANGLIA_*. In gangliad
mode, everything is identical to today.

HTCONDOR-2909 condor_adstash: Fix bug where alias was targeted for mutations
If an alias is target for e.g. index mapping mutations, it will
try to apply the new mappings for all indexes with that alias.
This is likely to fail if any mapping changes have been made since the
original index was created.

Always copy ProjectName/User/GlobalJobId into transfer epoch records
Hardcode ProjectName, User, and GlobalJobId to always be copied into
INPUT/OUTPUT/CHECKPOINT/COMMON job epoch history records, and add
DAGManJobId/DAGNodeName to the TRANSFER_JOB_ATTRS default. Update
test_epoch_attrs.py and document TRANSFER_JOB_ATTRS in shadow.rst.

HTCONDOR-3461 Increase blahp's default timeout for scripts
For sfapi, the submit and status scripts include file-transfer requests.
This means the default timeout of 30 seconds is sometimes insufficient.
Note that we only want to support the transfer of a small number of
smallish files.

HTCONDOR-3461 Mapped 'queue' to -q instead of -p for sfapi
NERSC's Perlmutter doesn't want users to set the partition for a job, but
instead set QOS (which will set the partition as needed).

HTCONDOR-2909 Add requested code doc for target_bool_attrs converter
Explains the purpose of the _normalize_target_bool_attr function,
which coerces a field name to "UpperCamelCase", e.g. "WantFlocking".
