d/rules: harden clean against changing file names (Closes: 1045122)
We fixed the same in 23.11.1-1 and since then have a list
of files we maintain, but as upstream adds/changes names this
issue comes back.
Upstream has no txt files in the tree at all, change this to
a find + delete which will adapt to changed/added file names
automatically.

d/rules: allow amd64v3 builds to be optimized
Test builds have was proven that no one ever used the external
setting of RTE_PLATFORM as it would have been detected and
blocked by the post configure check. Instead of making that
logic even worse let us drop that unused ability.
