Remove constraints unnecessary since buster (oldstable)
* Build-Depends: Drop versioned constraint on cmake (>= 3.6).
* Build-Depends: Drop versioned constraint on fcitx-bin (>= 1:4.2.9.2).
* Build-Depends: Drop versioned constraint on fcitx-libs-dev (>= 1:4.2.9.2).
* fcitx-anthy: Drop versioned constraint on fcitx-data (>= 1:4.2.9.2) in Depends.
* fcitx-anthy: Drop versioned constraint on fcitx (>= 1:4.2.9.2) in Recommends.
* fcitx-anthy: Drop conflict with removed package fcitx (<< 1:4.2.9.2) in Breaks.
