    Add a nogtk4 build profile
    
    inspired by similar work done in the sysprof packaging
    
    Practically, this doesn't do anything until we update
    rust-glycin to no longer require gtk4 on ports that
    don't have gtk4.
    
    Initially, the gtk4 architecture list is set to all
    Debian release architectures plus loong64
    and plus ppc64.
