Add a nogtk4 build profile
inspired by similar work done in the sysprof packaging
Practically, this doesn't do anything until we update
rust-glycin to no longer require gtk4 on ports that
don't have gtk4.
Initially, the gtk4 architecture list is set to all
Debian release architectures plus loong64
and plus ppc64.
Among the 5 debian patches available in version 2.0.7+ds-1 of the package, we noticed the following issues:
