    Add a dummy debian/salsa-ci.yml file which does nothing.
    
    This is necessary because `CI/CD configuration file` field at
    
    https://salsa.debian.org/python-team/packages/graph-tool/-/settings/ci_cd#js-general-pipeline-settings
    
    has been changed from `recipes/debian.yml@salsa-ci-team/pipeline` to
    `debian/salsa-ci.yml`, and also because the available memory in the
    Salsa CI runners does not seem be enough to build the package.
