HTCONDOR-3805: Reset a socket's std::function handler on re-registration
Register_Socket only (re)assigned sockTable[i].std_handler when the new
registration supplied one, and Cancel_Socket never cleared it. A socket
table slot vacated by a std::function-handler socket (such as a CCB
streaming relay socket) therefore kept that std::function. When the slot
was later reused by a registration with only a C/C++ handler -- or none,
e.g. a command socket -- the stale std_handler lingered, and because
CallSocketHandler_worker dispatches std_handler whenever handler and
handlercpp are both null, it would be invoked on the wrong (new) socket.
For the CCB relay that meant calling ProxyRelayData with a pointer to an
already-freed session: a use-after-free.
Always (re)assign std_handler in Register_Socket, clearing it when the new
registration does not provide one, so a reused slot can never dispatch a
previous owner's handler.

HTCONDOR-3860 Alter FS channel binding to work with TCP_FORWARDING_HOST
In some situations with NAT and TCP_FORWARDING_HOST, the client and server
can see different addresses for the server's endpoint. Now, the client can
add its view of the server's endpoint to the dirname (and tell the server
what that is). The server will validate that that's a valid ip:port for
contacting it.
