Bump hyprland-qtutils versions in breaks/replaces
We need to give it a version range that includes binNMUs (e.g. 0.1.5-1+b1). So
instead of the last known hyprland-qtutils src package version suffixed with
`~`, we need to use a version range that includes everything lower than the
oldest version of the transitional dummy package, i.e. `<< 0.2.1-2~`, where
0.2.1-2 was the version of hyprland-guiutils that introduced the transitional
dummy package.
