fix: skip D3D11 fence sync for shared resources with interop user sync
For a MISC_SHARED resource with CL_CONTEXT_INTEROP_USER_SYNC enabled the
application owns synchronization, so signalAndWait must not run on
acquire.
Make the d3dFence path honor getInteropUserSyncEnabled(), matching the
existing query-based path. Add a texture-path unit test alongside the
existing buffer coverage.

fix: reject ray tracing kernels on unsupported releases
When a kernel uses ray tracing but the device release does not
support it, the kernel was still submitted, leading to a GPU hang.
Detect this during kernel initialization and return
ZE_RESULT_ERROR_UNSUPPORTED_FEATURE instead of submitting the
workload.
