dialog: Don't always try to check 'can-focus' on bin
The bin doesn't exist when the dialog is presented as a window.
This fixes a type sanity check in gtk_widget_get_can_focus() when called
from adw_dialog_set_focus().

ci: Remove tarball-artifact-path from release-service component
If left to default it will now discover the tarball automatically
as long we export the public-dist directory as the job artifact.
(The flatpak job already exports public-dist)

toast-overlay: fix assertion failure when showing toast while hiding it
This is a weird scenario, but if we show a toast while its hide
animation is still playing, then we crash.
I've failed to reproduce this scenario and I've also failed to quickly
write an API test, though it really ought to be possible, so this is a
speculative fix. But it looks right.
Probably fixes #997
