d-i: Ask for confirmation that a USB-generic device is a braille device
* brltty-udeb.udev.{rules,sh}: Record when a USB-generic device was detected.
* brltty-udeb.{templates,postinst}: Ask for confirmation that a USB-generic
device is a braille device.
So that people with actually a USB uart understand about the issue and
can easily ignore it.

rules: Explicitly disable ocaml bindings
Otherwise we'd uselessly have to build-conflict with ocaml just because
we have not implemented the packaging.
