Disable documentation build when libcamera-doc package is not built
This makes us correctly handle nodoc and -B even when the build
dependencies are installed on the host system.
Otherwise we might enable the doc build when the host has the build
dependencies installed but builds with e.g. `-B` which then fails
since dh_install-indep won't move the files out of debian/tmp.
