libclamav/crypto: Use openssl parsing in cl_ASN1_GetTimeT()
The ASN1_TIME type has been made opaque in OpenSSL 4.0
Replace the manual parsing of the string with ASN1_TIME_to_tm() which is
available since openssl 1.1.1.
[ The last user has been removed in commit fa15aa98c7d5e ("bb11594 -
allow for compilation against openssl 1.1.0") so we might remove it
but it looks exported ]

Add a version script for libclamunrar and libclamunrar_iface.
Without a version script all symbols will be exported which are public
within the libclamunrar* libraries. This is true for the officially exported
symbols as well as all the public symbols which are used within
libraries and are not inteded for export.
There is already a .map preset to limit the exported symbols of
libclamunrar and libclamunrar_iface. Use it.

libclamav_rust/libloading: Remove the winwdows bits
The windows bits were removed while the dfsg archive was prepared.
Remove now Windows bits from toml & update checksums or else cargo will
complain about missing winapi.

Slightly update the rules
- With the removal of m4 macros checking for libz, bz2 or openssl there
is no need to have a build-dependency on them. They are not used in
anyway by libclamunrar - there were just to keep the macro happy
- With the addition of the libclamav package the debhelper installs
everything in debian/tmp now. That means we need list files to install
in libclamunrar9.install and there is no need to remove the .la and
.so files anymore.
- There is no need to pass "--disable-clamav --without-pcre" to
configure because there are no longer recognized.

drop openssl check
We don't really need openssl in libclamunrar. It is only there
because clamav needs it and the configure script is copied while
the package is split. This patch can be dropped once we move to
0.99.3 which detects openssl 1.1.0 properly.
