explicitly bind mount localdir in systemd machine
Systemd.nspawned: Fix a bug that prevented propellor from running in a
systemd machine due to /usr/local/propellor not being visible inside the
machine.
This manifested as propellor working initially, but then the machine was
stopped and restarted, perhaps by a reboot in which systemd brought it up
at boot, after which propellor failed running in the machine.
This was probably a behavior change of systemd at some point, before which
it just exposed all the bind mounts. I have not tried to work out when that
changed, or why, or if there is a way to configure it better.
